Needs Assessment and Analysis Services
Needs assessment and analysis services (NAAS)
provides for professional support in analyzing and developing customer
requirements. Under SIN 51-501 NAAS, LABAT offers consulting and survey
services. LABAT has performed NAAS services for federal clients ranging from the
Environmental Protection Agency (EPA), to the Nuclear Regulatory Commission
(NRC), to the Department of Justice (DOJ). In most instances, these NAAS
services have involved developing solutions to information management problems
associated with records management, document conversion or production, or
litigation support. LABAT provides the full range of capabilities necessary to
effectively conduct NAAS assignments, including the ability to efficiently
deploy approved solutions.

Record Management Services, File
Organization and Maintenance Services
Under SIN 51-504a, LABAT’s staff of professional
records managers offer file organization and maintenance services ranging from
the intellectual activity of planning the organization of complex documents or
files in an easy-to-understand and use filing system, to the physical activities
of producing the labels, preparing the folders, preparing the boxes, moving the
files, and moving the boxes. Services offered include:

Assisting with development of records management

Recommending a lifecycle approach for creating,
maintaining, and disposing of records in all media

Performing file inventories and audits, including
interviews with staff members

Document Production Services
LABAT offers Document Production Services to meet the needs of all GSA’s
customers. We provide turnkey solutions and a full range of reproduction and
document production and management services, as well as other tasks often
identified as “facilities management.” We work in many cities around the United
States and have experience implementing tasks overseas. We stand ready, through
both experience and corporate support, to provide services wherever they are
required. We work with a variety of methodologies and systems and are adept at
developing innovative solutions to meet client requirements. LABAT has the
experience, expertise, and resources to tailor document production services to
the needs of GSA’s clients. Services include:

Document Conversion Services
LABAT
provides the full range of document services from paper and microform to
electronic formats. Services including document imaging (scanning, OCR, ICR,
enhancement), bates endorsement, customized coding and indexing, and conversion
of data into a variety of formats including TIFF, PDF, SGML, HTML, and XML.
LABAT operates 3 document conversion facilities in the Washington Metro area:
downtown D.C., McLean, and Reston, VA.
These
facilities are equipped with Doculex Production Image Capture (PIC) software and
Fujitsu and Ricoh scanning equipment capable of supporting high volume
processing operations. Doculex Capture (PIC) provides the interface for
converting scanned image into a compressed TIFF Group 4 file. Capture assigns a
unique page name and filename for every image and responds to either a barcode
target sheet being scanned or a function key being pressed, depending on how we
define the job at start up. LABAT creates tracking systems and indexing
databases using Microsoft Access, Corcordance, Summation or other customer
preferred software. Each facility is equipped with a local area network,
workstations, reproduction equipment, and other tools for receiving, processing,
editing, indexing, and storing source and digitized documents. Our configuration
includes equipment that we use to make back up copies for items in process.

performs document conversion services for several Government agencies and has
provided its clients with document conversion services for over 16 years. Our

Destruction Services
LABAT provides GSA Schedule
36 customers with the support to effectively manage disposition efforts
necessary to handle this often-large volume of information. LABAT thoroughly
understands federal records schedules as a result of our work on tasks awarded
through LABAT’s existing GSA Schedule 36 vehicle as well as other federal
contracts. LABAT:

Provides document destruction services
from its facility in place in Sterling, VA that is presently operational and
prepared to handle large-volume destruction assignments

Handles a variety of media including
paper, diskettes, tapes, and cartridges
-
Provides shredding, incineration, or
disintegration services depending on agency preferences and the media being
destroyed

Provides a secure environment where
agency materials can be safeguarded until they are destroyed

Has procedures in place for providing
federally-acceptable certificates of destruction

Is fully experienced in performing
destruction materials in accordance with federal records schedules requirements

Has established procedures for
witnessing destruction activities with appropriate-level personnel

Litigation Support Services
LABAT’s success is demonstrated by our 20 years of
litigation. Our experience concretely demonstrates our understanding of a broad
range of litigation support approaches. We understand that litigation support
services are whatever the attorneys need to aid them in the successful
prosecution of their case. This ranges from investigative and pre-filing support
through trial preparation and trial support to post trial and appellate support.
LABAT offers the full range of litigation support
services. Core services include:
- Document preparation
(especially during discovery and production support) including reviewing,
organizing, numbering, indexing and designating documents for use by “our” trial
team, or for provision to opposing counsel or for capture and document
conversion.
- Document conversion involving
capturing documents on some sort of media: magnetic, cd, microfilm, dat
tape—whatever might be required by the court or by the trial team— and
converting documents to image (such as tiff or .pdf) or to text (usually ascii)
through scanning, by optical character recognition, and by direct data entry
(“keying”).
- Document indexing (or
“coding”) involving recording bibliographic or subjective data from documents to
facilitate search, retrieval and use of documents in preparing for trial.
- Quality
control/quality assurance (qc/qa) of (document preparation, scanning, coding, indexing) to
ensure errors are caught and corrected, and also where late-breaking litigation
information is used to add value to the captured “product”.
- Database development including
databases built for production documents or for deposition testimony text or for
phrase labels, for interrogatories or for videotaped depositions and interviews.
- Document reproduction including photocopying, microfilm and “blowback”
(printing from film), scanning and printing. Labat’s litigation support
document reproduction services provides expertise in many copying technologies,
techniques and disciplines, as well as in high volume, high-speed black and
white photocopying.
